The thug, who was shot at least twice, was arrested in hospital yesterday but refuses to speak to murder detectives. The Sun understands police have been given a name for the hitman. Nee is being held on suspicion of breaching his licence. A source said: "He's not being very helpful and not very happy at the idea of going back to prison." The career criminal, of nearby Dovecot, was jailed for 45 months in July 2018 after he and two other men were involved in a 125mph car chase. All three admitted burglary and theft of a motor vehicle. Nee also admitted charges of dangerous driving, driving without insurance and while disqualified. But he was released on licence last year part-way through his sentence. A resident living near to where Olivia was shot said yesterday: "If only they'd left him in jail in the first place none of this would've happened. Scum like him will never change." While in jail at HMP Kirkham, Lancs, Nee and other criminals posed for pictures boasting about their cushy life behind bars. The Instagram pictures, which showed Nee smiling and topless as he basked in the sunshine, were ed "Butlins with bars" and "Costa del Kirkham". In 2009 he was jailed for six-and-a-half years after being convicted as part of a drugs gang that flooded Liverpool with heroin and crack cocaine. Sentencing, the judge described him as a trusted foot soldier of an organised crime gang. Locals said Nee was part of a notorious crime family. One said: "Joseph has got a few brothers and they've got a bit of reputation. I think one of his other brothers lives not far from where Olivia was shot." Others speculated Nee was connected to a nearby shooting on August 8 when bullets were fired at a man on a bike from a dark- coloured car. Yesterday a brother of Nee confirmed the crook was being treated in hospital, but wouldn't discuss the extent of his injuries. The man said: "It's none of your business." A local Nee's younger brother Jason, 32, was sentenced to six years in 2017 for his role in a gang which flooded Warrington with drugs. And in 2011 he and four others were jailed for a total of 40 years by a judge who described them as "out of control" and "on the rampage". Last night a source familiar with the Liverpool underworld said Nee may have been targeted as part of a war between two  drug gangs after one robbed the other of £1million worth of cocaine. A drugs stash house in Croxdale Road West — close to Olivia's home — was targeted in May 2020 by four men armed with an axe and a baton. Richard Caswell and Manchester-based brothers Jason and Craig Cox burst into the property and beat a dad and son looking after the drugs before stealing 30kg of cocaine. The robbery is said to have been met with astonishment by the underworld as the Liverpool gang are regarded as untouchable. Some of the drugs were sold to Leon Atkinson, a criminal associate of cop killer Dale Cregan. The source said: "The guys that lost the £1m of drugs are the top of the criminal tree in Liverpool. "No one could believe anyone would try and rip them off. The cops managed to crack the case by getting into their encrypted phones and some were jailed in May. "But the Liverpool gang are still furious about it and have been going after anyone they think was involved. "The word is that Nee gathered some information for them. A source familiar with the Liverpool underworld "Lots of trouble in Liverpool over the last couple of years has been connected to this." Yesterday Merseyside Chief Constable Serena Kennedy visited the scenes of three recent fatal shootings in a bid to calm locals. She continued to ask for help from the public to provide information on the hitman. She said: "We are urging people, if they have information, to come forward and give us names." The hitman suspect, who The Sun is not naming, is a convicted robber and related to a notorious local crime family who have been convicted of drug dealing offences. A resident added: "Everyone is talking about it. We are all just waiting to hear if he has been arrested." Councillor Peter Mitchell, who has been meeting residents at a community centre round the corner from the murder scene, said: "We've had people name names, we have passed them on straight away. "We got the same name given to us by two different sources. We passed them on to the police. "There was more information this morning and we've spoken to detectives again. "Is there some reticence from some people to come forward? Of course there is. They are scared and are recovering from news of a child being murdered in her own home. "We would all be scared. But everybody around here wants these people found. "We have had people coming in and passing what we absolutely consider to be credible information." Dawn raids were carried out across the city yesterday as cops sent a clear message to organised crime networks. Everyone knows it's him. Everyone is talking about it. A resident on the suspected killer Armed strike teams barged through front doors while officers from neighbouring forces were drafted in to help the Merseyside force "bare their teeth". One of the raids led to the arrest of a 20-year-old man on suspicion of the murder of Sam Rimmer. The 22-year-old was shot dead in the inner city area of Dingle on August 16. A youth, 17, and man, 21, were also arrested on suspicion of Mr Rimmer's murder. The raids formed part of Operation Miller, the force's continued response to serious and organised crime. Several other arrests were made and police seized a large amount of Class A drugs, a Samurai sword and uncovered cannabis farms. Merseyside Police is keen to stamp out gun and knife violence on the streets in the wake of Olivia's death. Yesterday an increased police presence was visible in the area where she was killed, with more patrols and armed officers. Senior cops insist the effort is an escalation of work already going on in the city to tackle organised crime — not a knee-jerk response to the recent shootings. Last weekend Ashley Dale, 28, was shot in her garden in what is believed by police to have been a mistaken identity attack. Yesterday the force released footage of a car being driven into Leinster Road ten minutes before the killing. Head of investigations Det Chief Supt Mark Kameen said of the operations: "This is, in effect, Merseyside Police baring its teeth.
